CIS Benchmarks, the FAIR risk quantification framework, and external rating platforms like BitSight and SecurityScorecard give organizations the tools to measure, compare, and insure themselves against cyber risk.

AI security has none of these equivalents. Not one. This is a $31B market growing to $94B by 2030, and the foundational infrastructure that every mature security ecosystem requires simply does not exist. There is no canonical incident registry. No standardized scoring system for AI-specific vulnerabilities. No authoritative annual breach analysis. No peer benchmarking. No actuarial basis for insurance underwriting. No external control-effectiveness ratings. No standardized incident response playbooks for AI agent failures.

The infrastructure gap is the single greatest risk to the AI security ecosystem’s maturation — and the single greatest opportunity for the institutions willing to build it.

Our analysis indicates that this is not merely a commercial opportunity. It is a structural necessity. Every downstream function — from vendor evaluation to regulatory compliance to insurance pricing — is degraded by the absence of foundational infrastructure. AI Security Incident Database

Traditional analog: CVE Program ($29M/yr CISA→MITRE) + NVD ($25M NIST contract)

There is no canonical registry of AI-specific security incidents. While the CVE Program catalogs over 200,000 traditional software vulnerabilities, AI model poisoning events, adversarial attacks, training data compromises, and agent hijacking incidents go unrecorded in any standardized system. Scattered incident reports exist across vendor blogs and academic papers, but no central authority aggregates, classifies, or assigns identifiers to AI security events.

88% of organizations reported AI agent security incidents in the past year — but there is no centralized system tracking them. Every other piece of infrastructure depends on having a canonical incident record.

AI Vulnerability Scoring System

Traditional analog: CVSS (universal severity language in every scanner, audit, and insurance form)

There is no standardized method for scoring AI-specific vulnerabilities. Traditional CVSS scores assume software-centric attack vectors — they cannot adequately capture the severity of model poisoning, prompt injection, training data compromise, adversarial robustness failures, or hallucination-driven security incidents. Organizations are left to invent ad hoc severity assessments, making cross-organizational comparison impossible and risk aggregation unreliable.

Without a scoring system, organizations cannot prioritize AI security risks consistently. Every vendor, auditor, and insurer speaks a different language about AI vulnerability severity.

Annual AI Security Breach Report

Traditional analog: Verizon DBIR (most cited document in cybersecurity)

No authoritative annual analysis aggregates AI security breach data across industries. The Verizon DBIR has shaped board-level decisions, insurance assumptions, and regulatory posture for over a decade. It provides the empirical foundation that transforms cybersecurity from opinion into evidence. The AI security ecosystem lacks any equivalent publication — decisions about AI risk are being made on anecdote, vendor marketing, and extrapolation from traditional cyber data.

The absence of data-driven breach analysis means the most consequential decisions about AI security investment are being made without empirical foundation.

AI Security Peer Benchmarking

Traditional analog: CIS (~$126.7M annual revenue) + FAIR Institute (dominant risk quantification)

There is no way to benchmark AI security posture against industry peers. In traditional cybersecurity, CIS Benchmarks and the FAIR risk quantification framework give organizations a structured basis for comparison. Boards routinely ask “How do we compare to our peers?” on cyber readiness. For AI security, that question has no answer. No benchmarks exist. No peer group data is collected. No maturity models are standardized.

Boards are asking “How do we compare?” and nobody can answer. CIS generates $126.7M in annual revenue providing exactly this capability for traditional security.

AI Security Insurance Underwriting Standards

Traditional analog: Mature cyber insurance market ($16–20B in 2025, projected $30–50B by 2030)

Insurance carriers have no actuarial basis for pricing AI-specific risk. Major carriers including Chubb, Beazley, and Travelers are introducing “Condition Precedent” clauses and AI exclusion riders because they cannot model the risk. The cyber insurance market is a $16–20B industry with clear underwriting standards, loss history, and pricing models. AI risk is being either excluded entirely or priced through guesswork — creating an unsustainable gap as enterprise AI adoption accelerates.

Without underwriting standards, AI adoption carries uninsurable risk. The cyber insurance market is projected to reach $30–50B by 2030 — AI coverage must develop in parallel.

AI Security Control Effectiveness Scoring

Traditional analog: BitSight ($200M+ ARR, 3,500+ customers) + SecurityScorecard (12M+ entities rated)

No external rating system exists for AI-specific security controls. BitSight and SecurityScorecard built billion-dollar businesses by providing outside-in security ratings for traditional IT environments. But there is no equivalent for AI: no way to externally assess an organization’s model governance, training pipeline security, inference endpoint hardening, or AI supply chain integrity. Third-party risk management for AI is flying blind.

The average organization manages 37 deployed AI agents, but only 14.4% go to production with full security approval. No external system rates these controls.

AI Agent Incident Response Playbooks

Traditional analog: NIST SP 800-61 + SANS IR Framework

No standardized response procedures exist for AI agent incidents. Traditional incident response has mature playbooks for malware, data breaches, ransomware, and insider threats — all codified through NIST SP 800-61 and the SANS IR framework. AI agent incidents — agent hijacking, multi-agent cascading failures, model-level containment, autonomous system boundary violations — have no equivalent response procedures. Security teams are improvising in real time during the highest-stakes events.

Shadow AI incidents cost $670K more than standard incidents due to lack of response procedures. Structured playbooks are the difference between containment and catastrophe.

The organizations that built this infrastructure for traditional cybersecurity — MITRE, CIS, FAIR Institute, BitSight, Verizon’s threat research division — are collectively valued in the billions and shape how every enterprise on Earth manages risk. The AI-native equivalent of each institution does not yet exist.

The evidence suggests this window is measured in months, not years. The EU AI Act is entering enforcement. The SEC is signaling AI-specific disclosure requirements. Enterprise AI adoption is accelerating faster than any technology cycle in history. The organizations that define the standards, build the databases, and publish the benchmarks in this window will become the institutional infrastructure of AI security for the next generation.

The question is not whether this infrastructure will be built. It is who will build it — and whether it will be built in time.
